Continue to increase wind power construction planning
On April 28, the National Energy Administration Notice About the Fifth Batch of Wind Power Project Approval in the ‘twelfth five-year’ Plan (National New Energy [2015] No. 134), a total of 34 million KW project is listed in the fifth batch of approval. Its scale increased by 25% compared with the previous batch of plan. The increase rate is the highest one of in history, which shows that the country’s strong supports to the development of wind power. Among them, Xinjiang (including the corps), Jilin, Liaoning and other provinces and regions have increased the proportion of wind power rationing in the first quarter. Fujian and Qinghai have not been able to advance the project due to slow promotion of the first three batches.
In order to enhance the seriousness of the approved plan, the National Energy Administration also requested that the project approved and listed in plan should be completed within 2015. Unapproved projects would be cancelled and no replacement would be allowed. The implementation of annual plan will be regarded as the basis for the construction scale of next year. Compared with the first and second batch of approved plan released after two years in ‘Twelfth five-year’, the fifth batch of approved plan is much stricter to approved plan listed in term of implementation and promotion.
